Ministry

The Ministry of Environment and Water develops and implements the state environmental policy, as its main aspects are related to: legislative initiative – preparation of legislative documents; strategic planning – elaboration of national plans and strategies; implementation of sector policies – water, waste, climate, air, nature, soils, noise, radiation; prevention activities – regulatory and control functions for prevention of pollution of environment; management of programs and projects, financed by the funds of EU and other international funding organizations.

For the implementation of these policies, the structure of the Ministry provides general and specialized administrations, including Executive Environment Agency, 4 Basin Directorates, 16 Regional Inspectorates of Environment and Water, 3 National Park Directorates, Enterprise for Management of Environmental Protection Activities, Managing Authority of Operational Program Environment, which administrates the funds for environment in Bulgaria.

The membership of Republic of Bulgaria in the European Union and the utilization of the available financial instruments bring forth strict requirements for application of harmonized European ecological legislation, as the EU coordinates the efforts of the member states and the observation of their commitments as due. The requirement for adoption of the environmental acquis and its application demands responsibilities on behalf of our country towards provision of considerable financial resources. At this stage Bulgaria already has developed its ecological legislative framework, entirely adapted to the European, which provides an efficient regulatory base for implementation of the national environmental policy.

In 2015 the Ministry of Environment and Water marked its 25th anniversary. Adding its former activity as a Committee for Protection of Natural Environment at the Council of Ministries, today we follow up the implementation of 40 years of coherent state policy for management and protection of the Bulgarian environment. Fulfilling its mission, the activities of the Ministry are based on the principles of open management, dialogue, efficiency and accountability.
