The contracts for construction and construction supervision of Regional Wastewater Treatment Plant Servicing the Towns of Gorna Oryahovitsa, Dolna Oryahovitsa and Lyaskovets were signed

n 27 July 2004 the Minister of Environment and Water Dolores Arssenova attended the official ceremony on signing the contracts for construction and construction supervision of Regional Wastewater Treatment Plant Servicing the Towns of Gorna Oryahovitsa, Dolna Oryahovitsa and Lyaskovets. The contract for detail design and construction was signed by Ministry of Environment and Water and the consortium TEKCER /MAPA/ MASS/ GUNAL from Turkey represented by Mr. M. Saim Güriş.
The second contract for construction supervision was signed by Ministry of Environment and water and the German consortium with Bulgarian participation Dr. DAHLEM /DIWI/ CONSULT/ DATA HOUSE represented by Mr. Valentin Penev. “The Ministry of Environment and Water conducts sustainable and successful policy in the field of environment management and protection. The Ministry has developed a number of programme documents. Their consistent and timely application will help us to achieve the maim goal of our policy – ensuring good life conditions and preserved environment in Bulgaria. The project realization will give a chance for temporary and permanent employment of Bulgarian workers and specialists. 150 permanent employments are to be opened during the two year period of construction and about 40 specialists are to be employed for the operation”, Minister Arssenova said after the ceremony on signing the contracts. In 2001 Regional Wastewater Treatment Plant Servicing the Towns of Gorna Oryahovitsa, Dolna Oryahovitsa and Lyaskovets Project was approved for financing by the European Commission. The project amounts to 16 633 945 Euro. 75% of the sum is granted by ISPA – one of the European Union financial instruments for support to the pre-accession countries. The project realization is to be finalized by the end of 2006.
“ The contract we signed today is the first significant project in water sector under ISPA programme. It aims at improving the life conditions and prevention of water pollution in the region. The European Commission has been allocated finances for construction of 20 sites in water sector. 16 of them are implemented under ISPA programme. The construction of Regional Wastewater Treatment Plant Servicing the Towns of Gorna Oryahovitsa, Dolna Oryahovitsa and Lyaskovets is a real challenge for Bulgaria in future”, Charge d’Affaires Head of the European Commission Delegation in Bulgaria Mr. Antonio Izquierdo said.
The project envisages the construction of installations for collection and treatment of the urban wastewater in compliance with the national and the European requirements. The project implementation will contribute highly to achieving one of the main objectives of the policy in the field of environment protection and practical implementation of the requirements of the European and Bulgarian legislation regarding the quality of the urban wastewater. The official ceremony was attended by representatives of the European Commission in Bulgaria, Ministry of Finance, the National Fund, the Public International Financial Control Agency, the mayor of Lyaskovets municipality and representatives of the project contractor and supervisor.
