The MOEW represents Bulgaria at the 30th UN Climate Change Conference

  • COP30 is a key moment for turning commitments into results and strengthening trust among countries

The Ministry of Environment and Water represents Bulgaria at the 30th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30), which is taking place in Belém, Brazil. The 20th session of the Meeting of the Parties to the Kyoto Protocol (CMP20) and the 7th Meeting of the Parties to the Paris Agreement (CMA7) are taking place in parallel.

The delegation of the Republic of Bulgaria, led by the Deputy Minister of Environment and Water Atanas Kostadinov, is part of the single negotiating team of the European Union. The participation of the Ministry of Environment and Water in the forum underlines the country's commitment to global efforts to address climate change and to the implementation of the Paris Agreement in the spirit of European solidarity and sustainable development.

A Forum in the Heart of the Amazon

COP30 is the first forum of its kind to be held in the heart of the Amazon, a region that symbolizes both the global challenges and the potential for sustainable development, biodiversity conservation and tropical forest conservation.

Ten years after the signing of the Paris Agreement, the host Brazil defines COP30 as a “conference of implementation”, focused on concrete actions and achieving real results.

The conference aims to unite governments, the academia, the business, and civil society around a shared vision for the effective implementation of the Paris Agreement and for solutions that link climate action with economic and social progress.

The main foci are on the protection and sustainable management of tropical forests, accelerating the energy transition and integrating social aspects into climate policies.

The common European position

The European Union participates in COP30 as a single bloc with clearly formulated objectives to accelerate the implementation of the Paris Agreement and achieve concrete results in a spirit of global solidarity.

On 5 November 2025, the EU and its Member States presented their new Nationally Determined Contribution (NDC) for 2035, which envisages a reduction in net greenhouse gas emissions by 66.25-72.5% below 1990 levels. This commitment represents an intermediate step on the path to a 90% reduction in emissions by 2040 and achieving climate neutrality by 2050.

During COP30, the EU underlined the need to increase the global ambition, more effectively implement nationally determined contributions, accelerate adaptation measures, and finalise indicators for the Global Adaptation Goal.

Among the Union's key priorities is also the acceleration of climate finance from various sources, so as to mobilise resources of 1.3 trillion USD by 2035.

Bulgaria and the Ministry of Environment and Water with a consistent and proactive position

Bulgaria's national position has been prepared by the Ministry of Environment and Water and supports the mandate adopted by the EU Council Conclusions of 21 October 2025. It is fully consistent with the pan-European framework and focuses on:

  • an ambitious, transparent, and balanced climate finance target that ensures predictability and fairness;
  • a pragmatic outcome on the Global Adaptation Goal, reflecting real national capabilities;
  • a just transition that ensures social sustainability and employment protection;
  • exchange of knowledge, technology and capacity building, especially in areas such as water management, biodiversity and energy transition.

Bulgaria stands with the EU vision for the implementation of the Paris Agreement through actions that combine climate ambition, economic rationality, and social justice.

Active participation of the Ministry of Environment and Water in the negotiations and discussions

The delegation of the Ministry of Environment and Water will participate in a number of negotiation sessions and thematic panels, including discussions on the finalization of the framework for the Global Adaptation Goal, development of transparency and accountability mechanisms in the implementation of national commitments, discussions on just transition and the social dimension of climate policies and topics related to the role of tropical forests and biodiversity as natural carbon sinks.

The Bulgarian delegation will also hold bilateral meetings with EU countries and representatives of international organizations to exchange experience on water management, adaptation to climate change, and access to climate finance.

Looking ahead

The expectations of Bulgaria and the European Union from COP30 are aimed at strengthening trust among countries and accelerating the global transition to a low-carbon, sustainable, and just future.

The Belém conference is seen as a crucial milestone in translating the commitments under the Paris Agreement into concrete results and outlining a real roadmap towards achieving the goal of limiting global temperature increase to 1.5°C.
