Flood Risk Management Plans (FRMPs) in the four river basin districts for the period 2022-2027 have been adopted together with a national programme for their implementation. A separate plan has been adopted for each region - the Danube, West-Aegean, East-Aegean and Black Sea regions respectively. The strategic documents were approved by the government on 28 December at the last meeting for 2023.

With the adoption of the plans, Bulgaria fulfilled its commitment under Article 14(3) of Directive 2007/60/EU on the assessment and management of flood risks.

The FRMP is a strategic document, part of the integrated water management, whose main objective is to prevent or reduce the harmful impact on human life and health, the environment, cultural heritage, and economic activity associated with the harmful effects of water.

The update of the plans includes: a review and update of the preliminary flood risk assessment; an update of the hazard and flood risk maps; and a review of the current FRMP and its update for the period 2022-2027.

A long-term planning approach to reduce the risk of floods and the adverse effects it may cause is preserved by implementing measures for prevention, protection, and preparedness.

The 2022-2027 FRMP Programme of Measures includes more 'green measures' than the plan for the previous period. For all the measures included in the National Implementation Programme of the FRMP, responsible institutions have been identified for their implementation.
