A Concept for the development of specific and detailed objectives for protected areas of the “Natura 2000” ecological network has been drafted. The document is a result of the joint efforts by experts and representatives of NGOs and the Ministry of Environment and Water. It has been developed on the basis of a report by the Institute for Biodiversity and Ecosystem Research – Bulgarian Academy of Science, for a pilot draft of detailed and specific conservation objectives of a protected area of the “Natura 2000” network in Bulgaria.

In developing the Concept, the guidelines by the EC have been taken into account, and a brief overview of the requirements arising from them has been provided. The provisions of the current national legislation for setting objectives for the protection of protected areas, as well as the main sources of the necessary information, have been identified in the Concept. A specific approach to develop specific and detailed conservation objectives is proposed. It is also envisaged that the specific objectives will be developed for each protected area and will be included as a mandatory part of the orders for declaring the areas under protection - through their approval by the Minister of Environment and Water.
