Air indicators after the fire at the Plama Refinery is returning to normal

After the signal from 20.09.2025 at the Regional Inspectorate for Environment and Water - Pleven about an emergency situation due to a fire on the territory of the Plama Refinery AD, experts under the leadership of the director eng. Zornitsa Yotkova conducted an on-site inspection. The company is an operator of a complex permit.
The Regional Laboratory - Pleven at the Executive Environmental Agency (RL - Pleven at the Executive Environment Agency) was immediately assigned to measure with a mobile automatic station the levels of the main indicators of air quality: CO, NO, NO2, SO2, O3, PM10, H2S, and HH3 during the fire, as well as to continue in the following days.
The analysis of the first data on September 21 shows that until 02:00 the values of pollutants are within the norms for carbon monoxide, nitrogen oxide, nitrogen dioxide, PM10, hydrogen sulfide, ammonia, carbon monoxide and ozone in the ambient air. From 03:00 to 09:00 peak values of PM10 were registered, with the hourly average values exceeding the daily average norm. After 10:00 on 21.05.2025 the values of PM10 decrease and are below the specified maximum permissible concentrations.
The regional governor of Pleven and the Municipality of Pleven have been informed.
The data from the stationary automatic station in Pleven do not show any exceedances of the hourly average values of the indicators.
During the inspection, open fires of burning residues of petroleum products were observed in a pool located on the site of "Plama Refinery" AD. Fire extinguishing of the affected areas was organized and carried out by teams of the Regional Directorate for Fire Safety and Civil Protection - Pleven. According to initial data from the employees of the RDPBZN - Pleven, the affected area is 50 to 100 meters in size. The fire was localized by the employees of the Regional Directorate for Fire Safety and Civil Protection - Pleven and there is no danger to neighboring sites, as well as to nearby settlements.
At 01:30 on 21.09.2025, the fire was brought under control by the employees of the Regional Directorate for Fire Safety and Civil Protection - Pleven.
Continuous measurements of the levels of the main indicators of atmospheric air quality continue from the mobile automatic station of the Regional Laboratory - Pleven to the External Environmental Agency.
