Changes to the Climate Change Mitigation Act have been promulgated

  • The legislative amendments will lead to the termination of three infringement procedures against Bulgaria for violation of European Union law

The Act on Amendments to the Climate Change Mitigation Act was published in the State Gazette, No. 81 of 3 October 2025.

The adopted amendments transpose the requirements of Directive (EU) 2023/959 and Directive (EU) 2023/958, which expand the scope of the European Emissions Trading System (ETS), strengthen its effectiveness, and introduce updated rules for its operation aimed at accelerating the transition to climate neutrality. National measures are also introduced to implement three regulations related to the inclusion of maritime transport activities in the EU ETS.

The legislative amendments will lead to the termination of three infringement procedures against Bulgaria for violation of European Union law.

The promulgation of the changes is a key step towards the implementation of Reform 10 "Decarbonisation of the Energy Sector" of the Recovery and Resilience Plan and towards the possibility of receiving the next payment under this mechanism.

The new texts also set a national long-term goal to achieve net zero greenhouse gas emissions by 2050 in accordance with the provisions of the Paris Agreement and Regulation (EU) 2021/1119 (European Climate Law). This is a significant contribution to the implementation of the country's European commitments and confirms the consistent efforts at the national level in the field of climate policy.
