In June 2025, the Ministry of Environment and Water unilaterally terminated the agreement with the Association "National Agency for Control of Protected Areas"
03 Feb, 2026 | 16:39On June 26, 2025, the Ministry of Environment and Water notified the Association "National Agency for the Control of Protected Areas" (NACPA Association) of the unilateral termination of the Framework Cooperation Agreement.
The agreement was signed on February 8, 2022 between Borislav Sandov in his capacity as Minister of Environment and Water and the NACPA Association, represented by Ivaylo Ivanov. It refers to "support in providing regulatory and control functions for the protection of the environment and protected areas" (see the text of the agreement in the facsimile).
In connection with the signing of the Framework Agreement, an internal inspection was carried out in the Ministry of Environment and Water, whereby it was established that the agreement has an unclear subject matter, lacks a legal basis and procedure for its signing, as well as for the transfer of functions for the control of protected areas and territories to non-governmental organizations.
Already in September 2022, the Ministry took steps to suspend all activities of the NACPA Association based on the Framework Agreement, given its nullity. In this regard, a number of inspections were carried out to establish that such activities were not conducted.
The Ministry notified the Supreme Cassation Prosecutor's Office, which opened a file, which was forwarded to the Sofia City Prosecutor's Office for jurisdiction. In October 2022, the Ministry of Interior was also notified for a jurisdictional check.
