Minister Karamfilova signed an agreement with Germany for the sale of excess annual emissions allocations

Today the Minister of Environment and Water Rositsa Karamfilova and the State Secretary of the Federal Ministry of Economy and Climate Action of the Federal Republic of Germany, Sven Giegold signed an agreement for the sale of the surplus of Annual emissions allocations (AEAs) until 2022 in compliance with the requirements of the Climate Change Limitation Act.

The allocated annual amounts of emissions can be transferred to other EU member states according to Decision No. 406/2009/EC. The decision covers greenhouse gas emissions from sectors outside the European Emissions Trading Scheme (ETS) - transport, agriculture, waste, and energy efficiency. It introduces binding national targets for each EU Member State for the period 2013-2020. The achievement of the targets is reported with a two-year delay due to the requirement to use official statistical information, which is published two years later. For the period from 2013 to 2020, Bulgaria has exceeded its target and has AEAs surpluses, which it has the right to sell to other member states with bilateral agreements.

The funds that Bulgaria will receive from the sale of AEAs will be used for energy efficiency in schools and kindergartens through the National Eco Fund Trust. Thus, it will contribute to reducing energy consumption and creating better conditions for adolescents in educational institutions.
