Minister Manol Genov committed to working to restore statehood and justice as the foundation of society and institutions

The Minister of Environment and Water Manol Genov ordered an inspection of the areas affected by the floods on the Southern Black Sea coast. This became clear from his words during a briefing on the work by the Ministry of Environment and Water to clarify the causes of the consequences of the disaster.

"The feeling of lack of justice and impunity is deep in society. The negligence of the last week took the lives of four of our compatriots. Today we are working with one goal - to return statehood and justice to where they belong - at the foundation of every community and every institution. Therefore, starting today, by my order, experts from the Ministry of Environment and Water, the Black Sea Region Basin Directorate, and the Regional Inspectorate for Environment and Water – Burgas, are on the ground to inspect the flooded areas," said Minister Genov. "Our common responsibility is to clarify as much as possible, when, why and with whose authority the institutions and officials were allowed to build, which provoked the devastating water element in the Elenite complex," he added. Minister Genov announced that according to the data from the inspections, the Black Sea Region Basin Directorate (BSRBD) was not sought to coordinate investment proposals for construction in the villa settlement - there are no documentary traces of this. Inspections have been carried out, but upon notification, the results have been reported to both the Regional Directorate for Construction Control in Burgas and the prosecutor's office.

The results of the inspections by the Regional Directorate for Environment and Water - Burgas show that between 2004 and 2019 thirteen investment proposals in the Kozluka area were considered, related to urbanized territories. In 11 of them, a decision was made not to carry out an environmental impact assessment (EIA) or ecological assessment. "What worries me most is that none of these sites in the last 15 years has undergone a full EIA or ecological assessment procedure. We are obliged to establish to what extent this development contributed to the severe consequences of the flood," said Minister Manol Genov.

A 2015 repoprt raised the alarm about covering the bed of the Drashtela River in the Elenite resort. The inspection by the Basin Directorate then established that the section was almost completely covered – initially even before 1998, and between 2006 and 2007 additional construction activities were carried out for the construction of new hotels. “Hotels and attractions were built on the covered part of the river on the territory of the holiday village. The inspections at that time indicate that the construction was carried out with permits issued by the chief architect of Nessebar Municipality,” added the minister.

At the same time, the inspection by the Ministry of Environment and Water established that the District Prosecutor’s Office in Nessebar had closed the case in December 2009 due to a lack of evidence of a crime, since the construction had been coordinated with the existing projects. “We are now checking whether the Basin Directorate has appealed this decision. There cannot be no documentary evidence – we are obliged to restore the full picture,” said Manol Genov and assured that the inspections are continuing.

"We heard the positions of the municipal authorities in Nessebar, of some of the investors, of the Chamber of Architects. But the Ministry of Environment and Water and the Ministry of Regional Development and Public Works are obliged to search for all available documentation and to cooperate with the authorities that will legally investigate the causes of what happened," the Minister of Environment and Water was categorical. He announced that he had urgently sent on-site the Inspectorate of the Ministry of Environment and Water, the Black Sea Region Basin Directorate, and the Regional Inspectorate for Water Resources - Burgas, in order to search for and systematize all documentation on all files for the Elenite resort area.

According to the latest data collected by the four basin directorates, since the beginning of the year, a total of 507 areas with a high risk of flooding have been identified throughout the country.
