Deputy Minister of Environment and Water Reneta Koleva participated in the “Best Administration 2025” awards ceremony, organized by the University of National and World Economy (UNWE). On behalf of the Ministry of Environment and Water, she accepted the award in the “Innovation” category, presented to the ministry for its consistent efforts to modernize administrative processes and implement cutting-edge technological solutions in its work with citizens and businesses. The award was won in competition with state, regional, and municipal administrations from across the country, which further underscores the significance of this recognition.

For yet another year, UNWE has given well-deserved recognition to the professionalism, efficiency, and commitment to improvement within the state administration. The initiative promotes best practices in the public sector and highlights institutions that contribute to improving the quality of administrative services and the development of good governance.

In her remarks, Deputy Minister Koleva emphasized the significance of the award in recognition of the efforts by the Ministry of Environment and Water’s team to implement innovative solutions for the benefit of society.

“The Ministry of Environment and Water is often associated with cumbersome administrative procedures, regulations, and sanctions. In recent years, however, we have made significant efforts to implement new, innovative systems and technologies for real-time monitoring, to optimize administrative processes, and eliminate bureaucratic burdens on citizens and businesses. This award is a sign that we are moving in the right direction,” stated Reneta Koleva.

The selection of nominees was carried out using a rigorous scientific methodology developed by the team at the Institute of Economics and Policies at the University of National and World Economy (UNWE) under the leadership of Prof. Borislav Borisov, Ph.D. The methodology evaluates the performance of administrative bodies based on a number of indicators related to efficiency, transparency, innovation, and the quality of services provided.

This award recognizes the professionalism and commitment of the Ministry of Environment and Water’s administration to building a more efficient, transparent, and citizen-oriented administration. The Ministry will continue to work consistently to accelerate the digital transformation of administrative services, implement innovative technological solutions, and reduce the administrative burden on citizens and businesses as key priorities in the process of modernizing public administration.
