Following the imposition of a mandatory administrative measure on Energy Boiler No. 2 (EB 2) at the Bobov Dol Thermal Power Plant and notification from the operator that repair work on the boiler has been completed, the Regional Inspectorate of Environment and Water – Sofia is taking steps to temporarily unseal the facility for pre-startup testing. This does not mean a resumption of the boiler’s regular operation, but is part of the procedure to verify the effectiveness of the repair work performed. The imposed mandatory administrative measure has not been revoked at this time and remains in effect.

On June 5, 2026, an inspection of the company was conducted as part of the follow-up monitoring of compliance with the compulsory administrative measure imposed by the Director of the Regional Inspectorate of Environment and Water – Sofia, related to the need to eliminate the conditions leading to fugitive emissions from Unit 2 of the installation. During the inspection, it was determined that repair work had been carried out on compromised sections of the exhaust fans, flue ducts, and electrostatic precipitator of EC 2. Hatches and structural elements were replaced and sealed. The roof space of the boiler house was cleaned of accumulated coal dust, and work was also carried out to restore the roof structure and the exterior walls of the boiler house building.

On June 8, 2026, based on the findings of the inspection, the Regional Inspectorate of Environment and Water – Sofia (RIEW – Sofia) temporarily unsealed Unit 2, which is necessary to conduct controlled pre-startup tests and verify the effectiveness of the repair work performed.

During the startup and phased commissioning of EB 2, experts from the Regional Inspectorate of Environment and Water – Sofia will be present on-site to oversee the pre-startup tests of the facility.

For monitoring purposes during the temporary restoration of functioning, a mobile automatic monitoring station operated by the Executive Environment Agency will be deployed at the facility. The station will continuously measure air quality parameters, allowing for real-time monitoring of the environmental impact of the repaired EB 2’s operation. Air quality measurements will be conducted throughout the entire period of Unit 2’s temporary operation.

The Regional Inspectorate of Environment and Water – Sofia will continue to exercise enhanced oversight over the company’s activities and will take all measures provided for by law until the court resolves the case challenging the order imposing the compulsory administrative measure. Until then, the measure remains in effect.
