The Ministry of Environment and Water has announced that a new Regulation (EU) 2024/1157 on the shipment of waste has been adopted at EU level, which will gradually replace the current Regulation (EC) No 1013/2006. The main aim of the changes is to facilitate reuse and recycling within the EU, to limit the export of waste to third countries, and to strengthen controls against illegal shipments, whilst increasing the transparency and traceability of the processes.

A key element of the new regulatory framework is the introduction of a mandatory electronic information exchange system – the Digital Waste Shipment System (DIWASS), developed by the European Commission. From 21 May 2026, all procedures relating to the cross-border shipment of waste will be carried out entirely electronically via the system – from the submission of applications to the exchange of information between competent authorities and operators. DIWASS will provide a centralised platform for the registration of participants, the tracking of deadlines and procedures, and the secure exchange of data within the European Union.

The DIWASS system will open for registration after 21 April 2026.
