Investment Proposal: „Construction of power units No. 5 and 6 with an AP-1000 reactor at the Khmelnytskyi Nuclear Power Plant Site“, Ukraine

No. 48-00-494-17 dated May 12, 2026, the Minister of Environment and Water informed the Minister of Environment and Water of Bulgaria, thereby notifying the Minister of Economy, Environment and Agriculture of Ukraine that Bulgaria will participate in the consultations on the transboundary environmental impact assessment procedure for the investment proposal for “Construction of Power Units No. 5 and No. 6 at the Khmelnitsky NPP site,” Ukraine.

Today, April 21, 2026, the Ministry of Environment and Water of the Republic of Bulgaria is providing access to a letter, ref. No. 54-00-22/April 16, 2026, from the Deputy Minister of Economy, Environment, and Agriculture of Ukraine regarding an investment proposal for “Construction of Power Units No. 5 and No. 6 at the Khmelnitsky Nuclear Power

Plant Site, Ukraine, pursuant to the Convention on Environmental Impact Assessment in a Transboundary Context, commissioned by Energoatom JSC (JSC NNEGC “ENERGOATOM”).

Ukraine has granted a period of one month, starting from April 16, 2026, for Bulgaria to decide on its participation in the consultations provided for in Article 5 of the Espoo Convention.

In view of this, the deadline for submitting comments to the Ministry of Environment and Water regarding the relevant investment proposal is May 8, 2026.
