Today, 5 August 2026, pursuant to Article 21(1)(2) of the Ordinance on the Conditions and Procedure for Carrying out an Environmental Assessment of Plans and Programmes (the EIA Ordinance), the Ministry of the Environment and Water (MEW) announces a public discussoin on the environmental assessment report (EAR) for the draft Integrated Energy and Climate Plan of the Republic of Bulgaria – 2024 update (EIA of the draft IEPEC – 2024 update), commissioned by the Climate Change Policy Directorate of the Ministry of Environment and Water.
New! Today, 14.07.2026, the Ministry of Environment and Water announces a letter with ref. No. EO-3-41/13.07.2026, sending an Environmental Assessment Report (EAR) in Greek and its annexes to the draft "Integrated Energy and Climate Plan of the Republic of Bulgaria - Update 2024", given that by letter ref. No. ΥΠΕΝ/ΔΙΠΑ/89196/5709 of 14/08/2025, an opinion was expressed that Greece wishes to participate in the assessment of transboundary environmental impacts.
Today, 01.08.2025, the Ministry of Environment and Water announces that in connection with the fulfillment of Bulgaria's obligations as a country of origin, in accordance with the Protocol on Strategic Environmental Assessment (SEA) to the Convention on Environmental Impact Assessment in a Transboundary Context (the Espoo Convention) and Article 34(1) of the Ordinance on the Conditions and Procedure for Environmental Assessment of Plans and Programs, the Minister of Environment and Water has notified the following affected parties of the (strategic) environmental assessment procedure for the Integrated Energy and Climate Plan (INECP) of the Republic of Bulgaria 2021-2030, updated in 2024:
Austria, Greece, Romania, North Macedonia, and Serbia
Attached to each of the letters ref. No. EO-3/31.07.2025 are a notification under Article 10(1) of the SEA Protocol, a draft integrated energy and climate plan, with a deadline set for the affected parties to respond as to whether they will participate in the transboundary (strategic) environmental assessment of the draft Integrated Energy and Climate Plan (INPEC) of the Republic of Bulgaria 2021-2030, update from 2024 – within 15 days from the date of receipt of each of the letters.
Deadline for submitting opinions and/or questions on the documentation – by 01.09.2025.
